
What an exciting time to live in Georgetown County! Our abundance of untapped land and resources makes us primed
for a surge of new businesses and residents over the coming years. The economic vitality from these new jobs and revenue
promises improved quality of life for existing residents.
With these opportunities also come challenges. The Georgetown County Water and Sewer District (GCWSD) is keenly
aware of our responsibility to continue providing quality services to our current customers, as well as preparing to offer
service to those in areas of the County not currently being served. In 2006, we unveiled a Utility Master Plan developed
specifically for these purposes.
A key component of the Plan is an emphasis on the importance of providing the best water services available to everyone
within the County. Careful study of population projections and other data make it clear we must be proactive in planning
for growth in western Georgetown County to properly serve current and future residents. This includes establishing a
long-term reliable water source for this area of our community Plans include construction of a new surface water
treatment plant centrally located to benefit all County residents.
We are also proud to announce the completion of our new West Georgetown Office on Highway 521, because of the added
convenience it will give our existing customers, as well as helping to accommodate future needs and growth in the
western portion of the County.
The GCWSD family continues to include a dedicated and Knowledgeable staff of 80 who work hard to serve you every
day. This year, GCWSD's employees' commitment paid off ill the form of national and regional recognition. Two awards
distinguished the GCWSD's Waccamaw Neck Water Treatment Plant as one of the top water treatment plants both in
South Carolina and the Southeastern region of the United States - the Area-Wide Optimization Program (AWOP) Award
for excellence in water quality from the South Carolina Department of Health and Environmental Control and the
American Water Works Association Partnership for Safe Water Award.
On behalf of the Board of Directors, it is my privilege to convey our commitment to providing quality, reliable,
environmentally sensitive water and wastewater services in areas presently served, as well as planning to accommodate
those areas of Georgetown County we are looking forward to serving in the future. The GCWSD Board of Directors is

CHAIRMAN WILLIAM J. SCHWARTZKOPF, resident of Waccamaw Neck and retired assistant executive director with
the Waccamaw Regional Planning and Development Council, has been a member of the Board since 2000.
VICE-CHAIRMAN LOUIS R. MORANT, resident of Plantersville community and a partner in the Georgetown law firm,
Morant & Morant, has been a member of the Board since 1999.
SECRETARY JAMES B. WILKIE, resident of Waccamaw Neck and a retired program manager with Rhor
Industries, Inc., has been a member of the Board since 2000.
ASSISTANT SECRETARY JAMES H. DUNN, resident of the Town of Andrews and the owner of Dunn's Variety Store
in Andrews, has been a member of the Board since
MEMBER A.H. "DOC" LACHICOTTE, resident of Waccamaw Neck and a realtor and developer in Pawleys Island, has
been member of the Board since 2002.
MEMBER JIMMY ROWE, life-long resident of the Pleasant Hill community and a former member of the Georgetown
County Fire Department, appointed to the Board in 2005.
MEMBER CHET MASLOWSKI, resident of DeBordieu and a retiree of the Daimler Chrysler Corporation, appointed to
the Board in 2005.
